The Director, Power Generation leads complex environmental projects, runs maintenance, 12 reservoirs & powerhouses, drives solar & wind projects, negotiates purchase power agreements, oversees natural gas Cogen & transition of geothermal operations at the nation's sixth-largest community-owned utility. Seeking a strong engineer, people & process leader with a proven track record of asset management, building & design construction partnerships, collaborating with stakeholders & policy makers to make quality operational & tactical decisions along strategic timelines to transition power sources to renewable energy.


This leadership role is responsible for safety and maintenance on the Zero Carbon Energy Solutions team. Ensure SMUD values, strategic initiatives & culture are integrated into the Power Generation Department. Your success in this role promotes a culture of innovation, partnership, and agility.

 

PURPOSE: This position exists to lead Hydro, Thermal, Renewable Generation, Gas Pipeline Ops, Engineering, Regulatory Compliance, Project Development, and the Rancho Seco Project reporting to the Chief Zero Carbon Officer.


q        Accountable for developing short-term & long-term asset management plans and budgets for Power Generation assuring the safety, security & capacity are always available to meet load and reliability requirements.

q        Provides management guidance, technical expertise & oversight for staff, resources, & projects related to real-time generation & engineering to ensure the safe, reliable, secure, & compliant operation, control, & monitoring of SMUD’s generation, renewable & gas pipeline systems. Juggling projects and leading teams with panache.

q        Manages contracted operations for thermal units under a Joint Partnership Agreement (JPA) per North American Electric Reliability Corporation (NERC) & Western Electricity Coordinating Council (WECC) Reliability Standards & BANC’s operation as a CA ISO Western Energy Imbalance Market (WEIM) entity.


Nature and Scope - This leadership role is coach, partner, catalyst, engineer and driver on the 2030 Clean Energy Vision Team managing generation assets, budgets & teams providing direction in strategic initiatives, operations, services, and enterprise-wide projects partnering with and empowering teams for success.


A highly visible position requiring experience making presentations to the Board, regulatory agencies, and public. Build Organization Excellence on a Culture of Compliance and Safety.


Duties and Responsibilities:

q        Manages, organizes, oversees, and coordinates a united approach to the operations & functions of Power Generation, training, environmental remediation, nuclear decommissioning, maintenance, renewable & storage integration with System Protection Control, Scheduling & Interchange in America’s “City of Trees”.

q        Promotes a culture of safety and security with SMUD employees, contractors, staff & customers coordinating policies, developing specific goals for projects, teams with time frames for monitoring & action.

q        Manages, oversees, supports, & coordinates reporting managers and engineers in generation planning & operations with other SMUD departments, assuring generation asset operation and maintenance on a continuous 24-7 basis moving towards a zero-carbon energy portfolio.

q        Employs prudent utility practices and provides leadership to interpret, implement and comply with all mandated OSHA, EPA, CAL Water, safety, security and other regulatory requirements, and policies.

q        Advocates SMUD interests & strategic goals with external entities & regulatory agencies to promote electric grid reliability, economic dispatch; influences related industry benchmarks & competitiveness.

q        Evaluates proposals, plans and conclusions of other divisions, departments, agencies to protect the safe, reliable, secure, and compliant operation of the present and future classes of generation assets.

q        Develops and manages applicable unit budgets, costs, contracts, and projects related to department, strategic goals, and requirements. Participates in generation planning & design review processes.

q        Proactively anticipates and effectively resolves multiple, diverse, and complex problems and issues occurring simultaneously; evaluates and delivers effective decisions and solutions regarding operational issues, often in real time and without entirely established or defined answers to critical criteria.


Required Education:  Bachelor of Science degree in Engineering, or a related field.


Required Experience Qualifications - Fifteen (15+) year’s total of progressively responsible relevant combined work experience in management, generation operations, planning, design, construction, and maintenance and operations of utility assets with at least five (5) years specifically in power generation.


Building & construction experience with direct supervisory experience with teams who operate hydro, thermal & renewable generation assets; real-time decision-making capability; progressively increasing skill & experience in managing O&M & Capital budgets of greater than ~$300 M are critical dimensions of the role.


Knowledge Of: Fundamentals of generation, transformers, building, construction, operations, and maintenance; practices related to managing generation assets and conflict resolution with union and nonunion teams, meeting contractual requirements and budget commitments; current utility industry practices & applicable regulations, mandated FERC, NERC, and WECC Reliability Standards, practices, and policies; the Western US transmission & generation systems; fundamentals & practices of hydro electrical generation & gas pipeline system planning, design, protection, maintenance, testing, & operations; electrical equipment ratings & limitation; system operating procedures, concepts & techniques; computer-based data acquisition and real-time communications systems; safety & construction practices, standards, and applicable codes; Project Management & budget administration.

 

Desired Qualifications - California or Western Energy Market experience

q        CA Professional Engineering (PE) License in Electrical Engineering with the State of California

q        NERC Certified Reliability Coordinator (RC) Operator certification

q        Master of Science degree in Electrical Engineering

q        Project Management Professional Certification
